The countries of the Western Balkans are currently in the process of creating a suitable long-term framework to ensure the social and economic inclusion of all social groups, and equal access to economic, social and cultural (ESC) rights in line with the overaching Leave No One Behind principle. Although appropriate legislation, strategies and action plans exist at the national level, implementation at the local level is a challenge.

The aim of the project is to provide structures and awareness for minority issues in the municipalities using a diversity management approach, and thus to help reduce structural disadvantages in the administrative apparatus. There is a special focus on people from the LGBTI+ community, women, girls and Roma. Proven approaches for minority participation from Schleswig-Holstein are adapted for the use in the respecitve contexts of countries in the Western Balkans.

The project builds on results and partner structures from previous BLP projects.
