Situation in Tanzania:
Tanzania is severely affected by climate change, particularly by rising sea levels, heavy rainfall, drought and water scarcity. The increasing demand for water due to economic growth and population growth, especially in cities such as Dar es Salaam, leads to significant supply shortages during dry periods. Rainwater is hardly used at all, and there is a lack of decentralised rainwater management. Despite reforms, the capacities of state institutions are limited.

Cooperation:
Since 2010, there has been a city partnership between Hamburg and Dar es Salaam with a focus on climate protection and sustainable urban development. Hamburg partners such as the Environment Agency, HamburgWasser and HafenCity University are working together with Tanzanian institutions such as the Dar es Salaam City Council and ARDHI University. The project is closely linked to the GIZ project on water security in Tanzania.

Project objectives and measures:
The project strengthens the capacities of the city administration and institutions in Dar es Salaam in the area of decentralised rainwater management. It supports flood protection through innovative, evidence-based approaches. Planned activities include delegation visits, regular exchange formats and the creation of teaching materials. A pilot project at the Kigamboni Health Centre is to serve as a showcase project for decentralised rainwater management.
