Problem:
Viet Nam is particularly affected by the effects of climate change. Rapid economic growth and the associated high consumption of fossil fuels and raw materials have contributed significantly to this. Since 2012, Viet Nam has initiated a reform process towards a more sustainable, ecological economy as part of its "Vietnamese Green Growth Strategy". Improving energy and resource efficiency is an important cornerstone in this context. So far, however, the
vietnamese economy lacks qualified experts and technical and vocational education and training specialising in energy efficiency. Accordingly, vocational training and its orientation towards the requirements of the economy are of central importance.
The technical cooperation project "Programme Reform of Technical and Vocational Education and Training in Viet Nam" is planning the pilot introduction of two new training occupations at the partner vocational training institute "Vocational College for Machinery and Irrigation" (VCMI), which are in demand in many departments of the economy and can have a major leverage effect for sustainable production methods, especially for increasing energy and resource efficiency. The two training occupations "electronics technician for energy and building technology" and "plant mechanic for sanitary, heating and air conditioning technology" are to be newly introduced in Viet Nam based on the German training regulations and framework curricula. So far, Viet Nam lacks experience with these new technical and vocational education and training programmes. In addition, the teaching staff are academically trained, i.e. away from the company. There is a high requirement for vocational, practical and methodological skills training in the two training occupations. As these are based on existing technical and vocational education and training programmes in Germany, on-site training measures in Germany are a suitable instrument for imparting the necessary skills. Given its long-standing partnership with Viet Nam and its willingness to provide suitable training programmes, the state of Hesse can make an important contribution here.
 

Project objective:
The BLP project "Qualification for Energy and Resource Efficiency" imparts technical, methodological and practical operational skills for dealing with energy and resource-efficient techniques and processes in two selected professions, with a central focus on the needs of the economy. In addition, representatives of the VCMI vocational training institute, the business community and the political and administrative level (vocational training authority, provincial government, People's Committee) are to promote cooperation between representatives from the business community, the state and trade unions with the German vocational training system during a study trip to Germany and Hesse.

Measures/methodical implementation:
Selected teachers are given two eight-week training courses focussing on energy and resource efficiency in the two training occupations at the Hessian State Office for Technology Training (HLFT). In order to gain an insight into operational processes and the requirements of the economy, practical phases in Hessian companies are planned as part of the training programme. In addition, a study trip is organised for representatives from technical and vocational education and training, business, administration and politics to Hesse, which will focus on the system of co-operative technical and vocational education and training in Germany (dual system) and the close connection between the specific training requirements in the department of energy and resource efficiency and the requirements of an ecologically oriented economy. In addition, a dialogue event involving a German expert will take place at the Vietnamese-German University (VGU), which is funded by the Hessian state government and will focus on the ecological requirements of the economy for technical and vocational education and vocational training. The VGU is a suitable partner for this dialogue event due to its strong business orientation.

Target groups:
The target group of the measure are teaching staff and the management of the partner VCMI, in-company trainers from partner companies, representatives of the Viet Nam Vocational Training Authority and the business community (companies and sector associations), representatives of the Viet Nam Chamber of Commerce and Industry, provincial government and People's Committee as well as teaching staff and students at VGU.

The partners of the measure are a) the Ministry of Labour, Invalids and Social Affairs (MoLISA) of the Socialist Republic of Viet Nam, b) the Ministry of Agriculture and Rural Development (MARD) of the Socialist Republic of Viet Nam, c) the College for Machinery and Irrigation
(VCMI), d) the Vietnamese-German University (VGU), e) the Vietnamese Chamber of Commerce and Industry (VCCI) and, in Germany, f) the Hessische Landesstelle für Technologiefortbildung (HLFT) and g) the legal status of business and companies in Hesse.
The Hessian Ministry of Economics, Energy, Transport and Regional Development (HMWEVL) provides the grant and the Hessian Ministry of Education and Cultural Affairs provides the in-kind contributions.
